Amends Section 21-31-3 NMSA 1978 to make all documents and records related to student athlete name, image, likeness (NIL) compensation confidential and exempt from public inspection

Post-secondary educational institutions are prohibited from disclosing NIL compensation records for current or prospective student athletes

Exceptions to confidentiality are limited to court orders and compliance with athletic association or conference rules

Existing law provisions remain intact: institutions cannot penalize athletes for receiving third-party compensation, and NIL earnings cannot affect grant-in-aid or stipend eligibility

Third parties offering NIL contracts still cannot require in-person advertising during official team activities without institutional approval
