Amends Section 71-11-1 NMSA 1978 to add renewable energy standards compliance as a factor when evaluating grid modernization grant applications

Requires grant consideration include whether projects contain renewable generation sources consistent with the Renewable Portfolio Standards in the Renewable Energy Act

Adds a sixth evaluation criterion assessing the extent to which projects help public utilities meet renewable portfolio standard requirements

Adds a statutory definition of "microgrid" as interconnected loads and distributed energy resources with maximum generation capacity of 20 megawatts that can operate grid-connected or in island mode

Requires grant-funded projects to provide real-time information to utilities, electric cooperatives, their customers, and the general public related to grid modernization
