Creates the Office of Accessibility within the Department of Health, led by a chief accessibility officer appointed by the secretary of health

Requires the office to develop standardized processes for state agencies to identify accessibility challenges in websites, mobile applications, and physical facilities

Mandates annual reports starting May 1, 2028 documenting accessibility of all state agency websites, mobile applications, and physical facilities, to be submitted to the governor, legislature, and general services department

Requires each state agency to submit accessibility analyses to the office at least 120 days before the annual report deadline, identifying barriers and describing current and planned accessibility initiatives

Appropriates $350,000 from the general fund to the Department of Health for fiscal years 2026 and 2027 to implement the act, with unexpended funds reverting to the general fund
