School districts and charter schools must contribute at least 80% of the cost of group insurance for employees, with the option to contribute up to 100% within available revenue

Beginning July 1, 2027, the Public School Insurance Authority board can no longer grant waivers allowing school districts and charter schools to opt out of health, disability income, or term life insurance plans

State agencies providing employee health benefits must establish a reference-based pricing program for hospital services, with hospitals prohibited from charging members beyond the maximum payment set by the secretary of health care authority (except for authorized cost-sharing)

Effective July 1, 2025, state employer contributions for group insurance shall be 80% of the cost for executive, judicial, and legislative department employees

The Legislative Education Study Committee must conduct a study on the sustainability of public school employee insurance programs and submit a final report by October 1, 2026, evaluating potential integration of insurance programs across the public school insurance authority, health care authority, and Albuquerque public school district by June 30, 2029
