Establishes the New Mexico-Ireland Trade Commission, administratively attached to the Economic Development Department, to advance bilateral trade and investment between New Mexico and Ireland

Commission comprises 17 members: the director of the Division of International Trade (or designee), 10 legislative appointees (5 from Senate leadership, 5 from House leadership), and 6 gubernatorial appointees representing higher education, tribal nations, agricultural business, oil/gas energy, and Irish-American communities

Member terms are staggered with initial appointments split between two-year and four-year terms; all subsequent appointments are for four years; initial appointments must be made within 90 days of the act's effective date

Commission duties include promoting trade in technology, agricultural, and energy sectors; facilitating business and academic exchanges; encouraging mutual infrastructure investment; and meeting at least annually

Annual report required by December 1, 2027 and each year thereafter, submitted to the governor, legislative leadership, and the secretary of economic development; commission may accept gifts, grants, and donations to fund its activities
