Authorizes the New Mexico Finance Authority to make loans or grants from the Water Project Fund to 75 qualifying water projects across the state pursuant to Section 72-4A-9 NMSA 1978

Funds five categories of projects: water conservation/treatment/recycling/reuse, water storage/conveyance/delivery, wastewater conveyance/treatment, flood prevention, and watershed restoration/management

Recipients include cities (Gallup, Albuquerque, Las Cruces, Santa Fe, Las Vegas), counties, villages, pueblos (Santa Clara, Isleta), tribes (Mescalero Apache), mutual domestic water associations, and soil and water conservation districts across 25+ New Mexico counties

Village of Ruidoso in Lincoln County receives the largest allocation with 11 projects (one flood prevention, four water storage/delivery, and six wastewater treatment projects)

Declares an emergency requiring the act to take effect immediately for public peace, health, and safety
