Amends Section 30-31-21 NMSA 1978 to create enhanced penalties for adults (18+) who intentionally distribute controlled substances to minors (under 18)

Distribution of Schedule I, II, III, or IV controlled substances or their analogs to a minor: second degree felony for first offense, first degree felony for subsequent offenses

Distribution of Schedule I or II narcotic drugs, methamphetamine (including salts and isomers), or their analogs to a minor: first degree felony regardless of whether it is a first offense

Sentencing for all violations follows Section 31-18-15 NMSA 1978 provisions
