$10,000,000 appropriated from the general fund to the Health Care Authority for fiscal years 2027 through 2029

Funds will contract with experienced providers to develop alternative placements to congregate care for youth in state custody, particularly older youth and those with higher levels of need

Eligible services include acute psychiatric hospital expansions, residential treatment centers, qualified residential treatment programs, and adolescent detoxification facilities

Additional covered services include step-down facilities for youth in crisis, mobile response and stabilization teams, treatment foster care homes, day treatment, and intensive outpatient/partial hospitalization services

Any unexpended balance at the end of fiscal year 2029 reverts to the general fund
