Requests the Attorney General to convene a task force to study the implementation of New Mexico's Inspection of Public Records Act (IPRA) and evaluate its workability, functionality, and effectiveness in ensuring government transparency

Task force would include 11 members representing: the Attorney General's office, administrative office of the courts, higher education department, NM municipal league, NM association of counties, NM foundation for open government, ACLU of New Mexico, NM press association, a defense attorney specializing in IPRA, a plaintiff's attorney specializing in IPRA, and a public school records custodian

Task force must gather input from relevant stakeholders and provide public notice of meetings with opportunities for public comment

If legislative changes are deemed necessary, the task force would draft proposed legislation for consideration during the first session of the 58th Legislature

A copy of the memorial would be transmitted to the Attorney General
