Proposes amending Article 12, Section 13 of the New Mexico Constitution to require the Governor to appoint nonstudent members to state university boards of regents from lists provided by nominating committees established for each institution

Student members of boards of regents would be appointed from lists provided by elected student governing bodies rather than institution presidents

Nonstudent regent members cannot have changed their political party registration within six months preceding appointment to prevent party-switching for appointment purposes

Nominating committees must be politically balanced with no more than 50% of members from the same political party, and committee members face the same six-month party registration restriction

Amendment would be submitted to voters for approval at the next general election or a special election called for that purpose
