Proposes a constitutional amendment to Article 1 of the New Mexico Constitution establishing procedures for state consent to county secession

Requires at least 15% of qualified electors in each of three or more contiguous counties to sign a petition requesting a special election on secession

Secession elections must pass with at least two-thirds of votes cast in favor in each participating county, and each county commission must unanimously resolve to join the secession effort

Seceding counties must pay all outstanding debts to the state or its instrumentalities before leaving

Requires congressional approval and presidential signature for the counties to either form a new state or join an adjoining state

Amendment would be submitted to voters at the next general election or a special election called for that purpose
