Proposes a constitutional amendment to Article 4 of the New Mexico Constitution creating a permanent "interim administrative rule oversight committee" consisting of 12 legislators

Committee membership would be appointed by House and Senate floor leaders (3 members each from majority and minority leaders), with two-year terms expiring on the third Tuesday in January of odd-numbered years

Chair position would alternate between House and Senate and between the two major political parties each year to ensure bipartisan representation

Committee would meet at least monthly during interim periods to review proposed executive agency rules, staff analyses, and fiscal impact reports at least two weeks before public rule hearings

Empowers the committee to recommend the legislature overturn agency rules that do not comply with authorizing law, and grants the legislature authority to overturn such rules during session; amendment would be submitted to voters at the next general or special election
