Cites that 22,747,000 acres (29.24%) of New Mexico's land is managed by the U.S. Forest Service and Bureau of Land Management, with an additional 2,712,600 acres (5.48%) under National Park Service and Department of Defense control

Authorizes the New Mexico legislature to appoint commissioners to the convention, including representatives of users of federal lands and their resources

Directs the Secretary of State to transmit copies of the application to the U.S. President, Senate leadership, and House leadership
