Proposes amending the New Mexico Constitution to establish environmental rights including clean air, water, soil, healthy flora and fauna, stable climate, and thriving ecosystems

Requires the state, counties, and municipalities to protect these rights equitably for all people regardless of race, ethnicity, tribal affiliation, gender, socioeconomics, or geography

Designates state, counties, and municipalities as trustees of New Mexico's natural resources with duty to conserve, protect, and maintain them for present and future generations

Makes the provisions self-executing and enforceable against state and local governments, but explicitly prohibits monetary damages for violations

Requires the proposed constitutional amendment be submitted to voters at the next general election or a special election called for that purpose
