Proposes a constitutional amendment to Article 5 of the New Mexico Constitution creating the "Children, Youth and Families Commission" to set policy and direct operations of the state child welfare agency

Commission would consist of 3 members appointed by the Governor, Speaker of the House, and President Pro Tempore of the Senate, with required educational credentials and child welfare/administrative experience

Commission members would serve staggered 6-year terms, with vacancies filled by the original appointing authority for the remainder of the unexpired term

Members may be removed for malfeasance, misfeasance, or neglect of duty, with the New Mexico Supreme Court having exclusive original jurisdiction over removal proceedings

Amendment must be submitted to voters for approval at the next general election or a special election called for that purpose
