Proposes amending Article 4, Section 10 of the New Mexico Constitution to allow legislators to receive annual compensation equal to the state's median household income

Requires legislative compensation to automatically decrease if New Mexico's median household income falls, and permits increases only when median household income rises

Preserves existing per diem payments at IRS rates for Santa Fe during legislative sessions and interim committee meetings, plus standard mileage reimbursement for travel

Delays implementation of the salary provision until the 59th Legislature is seated and sworn in

Requires voter approval at the 2028 general election before the constitutional amendment can take effect
