Proposes amending the New Mexico Constitution to create two equal 45-day regular legislative sessions per biennium, replacing the current system of 60-day sessions in odd-numbered years and 30-day sessions in even-numbered years

Changes the start date of legislative sessions from the third Tuesday to the second Tuesday of January each year

Removes restrictions that limited even-numbered year sessions to only budgets, appropriations, revenue bills, and governor-requested legislation, allowing all bills to be considered in any session

Expands veto override authority to allow the legislature to consider overriding vetoes from any regular, special, or extraordinary session within the same biennium, not just the previous session

Requires voter approval at the next general election or a special election called for that purpose
