Proposes a constitutional amendment to Article 4, Section 5 of the New Mexico Constitution removing restrictions on what types of bills can be considered during even-numbered year sessions

Currently, even-numbered year sessions are limited to budgets, appropriations, revenue bills, and bills requested by the governor; this amendment would allow all bills to be considered

Expands veto override authority to allow the legislature to consider overriding vetoes from any regular, special, or extraordinary session within the same two-year legislative biennium

Maintains existing session length limits: 60 days for odd-numbered year sessions, 30 days for even-numbered year sessions, and 30 days maximum for special sessions

Requires voter approval at the next general election or a special election called for that purpose
