New Mexico legislature requests Congress call an Article V constitutional convention, requiring applications from two-thirds of states (34 states)

Convention scope limited to three purposes: imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and establishing term limits for federal officials and members of Congress

Secretary of State directed to transmit copies of the application to the U.S. President, Senate leadership, and House leadership

Application remains in effect as a continuing application until at least two-thirds of state legislatures submit applications on the same subject
