Requests the Regulation and Licensing Department to convene a task force by July 15, 2026 to study and recommend a regulatory framework for talent management services in New Mexico's motion picture, television, and performing arts industries

Task force would examine roles of talent agents, talent managers, publicists, social media managers, and background casting services not affiliated with professional associations

Aims to address lack of regulatory standards that may expose artists and performers to unfair practices or exorbitant fees, noting other states have enacted statutory frameworks for these services

Task force membership would include 12 representatives from SAG-AFTRA, NM Film Division, Governor's Council on Film, state legislators, Department of Justice, regional film offices, and Indian Affairs Department

Report due by November 1, 2026, with findings and recommendations to be submitted by November 30, 2026 to the governor, legislative interim committee, NM Film Division, and SAG-AFTRA executive director
