Requests the Energy, Minerals and Natural Resources Department to create a study group to develop options for accelerating review and deployment of energy infrastructure in New Mexico, with findings due to the interim legislative committee by November 1, 2026

Addresses projected 42% increase in state electricity demand by 2040 and current bottlenecks in grid modernization that constrain the state's ability to meet energy goals and provide lower utility rates

Study group goals include examining federal, state, and local permitting requirements; streamlining project reviews; improving clarity and predictability in permitting decisions; and evaluating benefits of joining a regional transmission organization

Study group to consist of at least 16 members including representatives from state agencies (EMNRD, Public Regulation Commission, State Land Office, Game and Fish, Indian Affairs), local government associations, and eight members from industry/NGOs including utilities, energy developers, tribal entities, and at least two environmental organization representatives

Energy sector employment in New Mexico is growing at more than twice the rate of overall state employment, presenting opportunities for job creation and workforce development
