Recognizes Grant County's economic contributions including the third-largest open-pit copper mine in the world and Western New Mexico University, established in 1893 as the state's only applied liberal arts and sciences university

Highlights the county's historical significance including Fort Bayard where the Buffalo Soldiers were established in 1866, connections to Apache leaders Geronimo and Victorio, and veterans of the 200th Coast Artillery Regiment who endured the Bataan Death March

Honors the late Mayor Joseph Edward "Ed" Stevens of Hurley (died December 8, 2025) and Lieutenant Governor Howie Morales, a Grant County native, for their service to New Mexico

Directs copies of the memorial be transmitted to the Grant County Board of County Commissioners
