Requests the Legislative Education Study Committee to study public education governance and convene a working group during the 2026 interim focused on education governance and long-term planning

Working group would evaluate options for establishing a statewide education commission, review education statutes, and develop strategies to strengthen system capacity and coherence across agencies

Study would address how long-term planning can support the state's response to the Martinez-Yazzie v. State of New Mexico court ruling, which found the state failed to meet constitutional obligations for at-risk students

Committee would collaborate with multiple state departments (public education, early childhood, higher education, Indian affairs), the children's cabinet, tribal nations, educators, and nonprofit organizations

Report with research and recommendations due by November 30, 2026, with copies transmitted to legislative committee directors, secretary of public education, and the governor
