Requests the University of New Mexico Bureau of Business and Economic Research to conduct a feasibility study on creating a publicly owned electric utility in New Mexico, with findings due to the legislature by June 30, 2027

Study must examine legal authority needed for the state to acquire and operate an electric utility, including applicable federal, state, and local laws, franchise rights, eminent domain risks, and labor transition considerations

Requires consultation with the Public Regulation Commission, New Mexico Renewable Energy Transmission Authority, and Energy, Minerals and Natural Resources Department during the study

Study must assess asset valuation methods, create an inventory of key entities and data sources, and investigate national trends in public versus private utility ownership

Report must include recommendations on alternatives to outright utility purchase that could achieve similar goals, along with operational and management needs for any potential transition
