Requests the Public Regulation Commission to convene a working group to develop regulatory and statutory recommendations for reliable utility access (water, electricity, gas, sewer) for mobile home park tenants

Mobile homes comprise roughly one-sixth of all houses in New Mexico, with many tenants owning their home but renting land from park owners who are responsible for providing utilities

Working group membership would include representatives from the Public Regulation Commission, Regulation and Licensing superintendent, Attorney General, mobile home park owner and tenant associations, municipal utilities, and low-income advocacy groups

Working group must report findings and recommendations to interim legislative committees studying housing and property issues by November 1, 2026

Addresses current lack of remedies for tenants experiencing frequent and lengthy utility interruptions, and inconsistent regulatory oversight across different utility types
