Study would be conducted in consultation with the Public Education Department, state higher education institutions, the New Mexico Association for Bilingual Education, and the New Mexico Coalition for the Majority

Addresses chronic shortage of qualified bilingual educators in New Mexico's public schools and achievement gaps faced by non-English speaking and bilingual students

Seeks recommendations for improving communication and coordination among the Public Education Department, higher education institutions, and professional organizations when developing credentialing rules

Copies of the memorial would be transmitted to the Legislative Education Study Committee, Secretary of Higher Education, Secretary of Public Education, and relevant bilingual education organizations
