Energy Conservation and Management Division of EMNRD requested to convene a study group to develop a comprehensive approach for using buildings as flexible grid assets through electrification and demand flexibility programs

Study group must include minimum 11 members representing state agencies, utilities, rural electric cooperatives, building contractors, heat pump manufacturers, consumer advocates, low-income communities, and clean energy industry

Recommendations to address utility planning, consumer protections, third-party provider access, financing mechanisms with little or no upfront cost, equitable access for low-income and environmental justice communities, workforce development, and rate design options

Final report with findings and recommendations due to appropriate interim legislative committee before November 1, 2026

Goals include reducing peak electricity demand, lowering utility bills, supporting grid reliability, and reducing pollution emissions through beneficial building electrification
