Study must evaluate legal and constitutional authority, federal agency coordination requirements, impacts on New Mexico's trade competitiveness compared to other border states, and administrative feasibility

Requires analysis of fee structure options for commercial and noncommercial traffic, estimated annual revenue generation, administrative costs, and economic impacts on industry and workforce in the Santa Teresa region

Department must assess transportation infrastructure needs attributable to port traffic over the next 20 years and options to dedicate fee revenues to road maintenance, safety improvements, and capacity expansion

Report of findings and recommendations due to the appropriate interim legislative committee by November 1, 2026
