Creates a special House committee of four members (two majority, two minority) to investigate allegations of criminal activity and public corruption related to "Zorro ranch," an approximately 10,000-acre estate in Santa Fe County owned between 1993 and 2023

Grants the committee subpoena power, authority to compel witness attendance, administer oaths, and conduct hearings to determine whether legislation is needed to prevent crime, protect children and vulnerable persons, and ensure public accountability

Authorizes the committee to continue functioning after the legislature adjourns until December 31, 2026, with court enforcement of subpoenas available when not in session

Requires an interim report to House leadership by July 31, 2026 and a final report to all House members by December 31, 2026 detailing findings, conclusions, and recommendations

Responds to concerns that alleged serious criminal activity at the property was not investigated or prosecuted by state or local officers before statutes of limitations expired
