Creates the Health Training Corps within the Department of Health to recruit and place preceptors (experienced health professionals who train students and newly licensed professionals) at health care facilities in underserved areas

Establishes a stipend program paying preceptors $100 per hour of direct supervision, with an annual cap of $10,000 per preceptor

Prioritizes placement at facilities providing behavioral health care, primary care, and obstetrics/gynecological services

Creates the Health Training Corps Fund as a nonreverting fund to support recruiting, training, and paying preceptors

Appropriates $3 million from the general fund to the Health Training Corps Fund for fiscal year 2027 and subsequent years
