Creates a new Homelessness Reduction Division within the Health Care Authority, led by a director who will oversee statewide homelessness prevention efforts and coordinate policy across agencies

Establishes a "homeless data integration system" to collect statewide data from local homeless management information systems; health and personal identifying information in this system is exempt from public records requests

Creates a 16-member Interagency Homelessness Reduction Task Force comprising cabinet secretaries and agency heads from departments including Corrections, Veterans' Services, Children Youth and Families, Public Safety, and Health

Creates a Homelessness Reduction Advisory Council with 18 governor-appointed members including three individuals with lived experience of homelessness, service providers, advocacy organizations, and local government representatives

Appropriates $1,000,000 from the general fund for fiscal year 2027 to operate the new division, task force, and advisory council, with an effective date of July 1, 2026
