Creates a permanent joint interim "Legislative Health and Human Services Committee" composed of 10 members: 4 senators and 6 house representatives, serving two-year terms expiring at the start of each odd-year session

Establishes a director position hired by the committee to oversee operations, with salary set by the committee and necessary office space, supplies, equipment, and staff provided

Requires the committee to conduct ongoing studies of all health and human services in New Mexico, including laws, policies, and costs, and to recommend legislative changes as needed

Mandates state agencies and political subdivisions provide non-confidential documents and information upon majority vote request from the committee or its subcommittees

Appropriates $500,000 from the general fund to the Legislative Council Service for fiscal year 2027 for initial staffing and activities, with unexpended funds reverting to the general fund
