Adds the chair (or vice chair) of the Legislative Health and Human Services Committee as a member of the Legislative Finance Committee

Adds a minority member of the Legislative Health and Human Services Committee, appointed by the minority floor leader of the chamber not represented by the chair

Reduces the number of appointed members from the House from six to five, and from the Senate from seven to six, to maintain the 16-member committee size

Updates gendered language throughout the statute, changing "chairmen" to "chairs" and "his" to gender-neutral terms

Declared an emergency measure to take effect immediately upon passage
