Repeals Section 47-8A-1 NMSA 1978, a law enacted in 1991 that prohibited political subdivisions and home rule municipalities from implementing rent control on privately owned real property

Enables local governments in New Mexico to enact rent control ordinances if they choose to do so

Does not itself establish any rent control measures; simply removes the state-level preemption that blocked local action
