Personal care services provider agencies must spend at least 70% of Medicaid reimbursement on direct care workforce expenditures, including wages, benefits, training, and supervision costs

Direct care workforce expenditures include payroll taxes, workers' compensation, health/dental/life insurance, retirement contributions, mileage reimbursements, and personal protective equipment

Provider agencies must maintain accounting records documenting compliance with the 70% spending requirement and make records available to the Health Care Authority upon request

Appropriates $51.4 million from the general fund to the Health Care Authority for fiscal year 2027 to implement the updated fee schedule, with unexpended funds reverting to the general fund
