Public Education Department gains authority to determine student eligibility for participation in extracurricular activities, co-curricular activities, and interscholastic competitions

Department may authorize an association or organization to regulate these activities but must retain power to approve or disapprove regulations and invalidate any that conflict with department rules

Authorized associations or organizations must comply with the Open Meetings Act and Public Records Act inspection provisions, and may be subject to financial audits by the department

Department has no power or control over the internal administration, management, rules, or bylaws of authorized associations or organizations

Removes previous language that gave the department authority to review decisions made by governing boards of organizations regulating public school activities
