Amends Section 7-27-12.6 NMSA 1978 to remove an internal sunset provision from the statute authorizing supplemental severance tax bonds for education technology infrastructure

Director of the Office of Broadband Access and Expansion may certify up to $10,000,000 per fiscal year in supplemental severance tax bond proceeds for education technology infrastructure

State Board of Finance authorized to issue and sell these bonds when the director certifies the need, with bond proceeds appropriated to the education technology infrastructure fund

Establishes a delayed repeal of the entire section effective July 1, 2030, replacing what was previously an internal sunset clause with a separate repeal provision
