Authorizes the New Mexico Department of Agriculture board to index various regulatory fees for inflation until July 1, 2031, using the Consumer Price Index for All Urban Consumers published by the U.S. Department of Labor

Applies inflation indexing authority to egg inspection fees (currently $0.005 per dozen) and egg dealer license fees ($10-$50 annually depending on dealer size)

Extends inflation indexing to Pesticide Control Act fees including pesticide registration ($150 max), dealer licenses ($100 max), applicator licenses ($75-$100 max), and examination fees ($20 max)

Allows inflation adjustments for Plant Protection Act fees covering nursery inspections ($75 plus $2/acre), dealer licenses ($25-$75), and fertilizer registration ($50 per brand) and inspection fees ($0.35 per ton)

Permits inflation indexing for commercial feed inspection fees ($0.25 per ton or $25 annual fee for small packages), with an effective date of July 1, 2026
