Expands the Juvenile Community Corrections Grant Fund to serve not only adjudicated delinquents but also children (under 18) and youth (18-21) referred for services by the Children, Youth and Families Department

Increases the administrative cost cap from 10% to 12% for both departmental administration/monitoring and grantee administrative costs

Authorizes the department to directly operate juvenile community corrections programs, in addition to making grants to counties, municipalities, and private organizations

Repeals Section 33-9A-5 NMSA 1978, which established state and local selection panels for juvenile community corrections programs

Updates terminology throughout related statutes, replacing "parole" with "supervised release" and "regulations" with "rules," and removes references to the now-repealed selection panels from Tort Claims Act and Governmental Immunity Act definitions
