Amends Section 11-3A-9 NMSA 1978 to authorize nonprofit corporations created by regional housing authorities to enter into intergovernmental support agreements with the U.S. Department of Defense and its service branches under 10 U.S.C. Section 2679

Permits these nonprofit corporations to conduct property-related activities including leasing, developing, constructing, renovating, maintaining, repairing, or managing property both inside and outside New Mexico's geographic boundaries

Requires that proceeds from Department of Defense agreements must support affordable housing objectives of the regional housing authority that created the nonprofit corporation

Maintains existing requirements that nonprofit corporations created under this section remain subject to all duties and limitations imposed on the regional housing authority and its board of commissioners
