Transfers responsibility for administering the Ambulance Standards Act from the Department of Transportation to the Department of Health, effective January 1, 2027

Creates an ambulance certification program within the Department of Health to regulate certification, oversight, tariffs, service territories, and safety standards for ground ambulance services

Establishes procedures for certificate applications including public notice periods, protests from existing ambulance services, and hearings when objections are filed

Grants the Department of Health authority to issue subpoenas, conduct inspections, impose administrative penalties, and suspend or revoke certificates for enforcement purposes

Appropriates $100,000 from the general fund to the Department of Health for fiscal years 2027 and 2028 to implement the transferred ambulance standards functions
