Authorizes transfers from the general fund to six designated trust funds when excess revenues plus the general fund operating reserve balance exceeds 5% but is less than 8% of aggregate recurring appropriations, and combined reserves exceed 25% of appropriations

Distributes excess revenues in the 5-8% range as follows: 25% to medicaid trust fund, 25% to behavioral health trust fund, 25% to community benefit fund, 15% to public education reform fund, 7% to rural health care delivery fund, and 3% to Kiki Saavedra senior dignity fund

Transfers excess revenues above 8% of aggregate recurring appropriations to the government results and opportunity expendable trust

Adds automatic transfer mechanism from the tax stabilization reserve to the general fund operating reserve when the operating reserve falls below 1% of aggregate general fund appropriations

Effective date is July 1, 2026
