Prohibits licensed firearms dealers from selling detachable magazines holding more than ten rounds, .50 caliber rifles and cartridges, gas-operated semiautomatic firearms with detachable magazines, and machine guns to unlicensed persons, effective July 1, 2026

Requires dealers to install security alarm systems, video surveillance with two-year retention, site hardening features, and comply with physical security rules promulgated by the Department of Public Safety by December 1, 2026

Mandates dealer employees be at least 21 years old, pass background checks, and complete training on recognizing straw purchases, preventing theft, and firearm safety within 30 days of employment

Requires dealers to report multiple firearm sales within five business days, thefts/losses within 48 hours, respond to law enforcement trace requests within 24 hours, and submit quarterly and annual reports on traces and ATF inspections

Establishes civil penalties of $200 for first violations and up to $1,000 for subsequent violations of security, recordkeeping, and reporting requirements; misdemeanor charges apply for selling prohibited weapons or falsifying compliance reports
