Annual rental fees charged by the Spaceport Authority for projects must be set at a fixed rate and cannot vary based on space market changes, amount of project use, or other conditions

Annual fees for general services and use of common spaceport facilities must be at least 70% of a customer's annual project rental fee

Amends the Spaceport Development Act (Section 58-31-3 and 58-31-5 NMSA 1978) to add these fee limitations to the authority's powers

Provisions apply only to contracts executed on or after the effective date of the act, not to existing contracts
