Transfers $170 million from the general fund to economic development funds: $9 million to the outdoor equity grant program fund (July 1, 2026), $111 million to the research, development and deployment fund (July 1, 2026), $20 million to the site readiness fund (July 1, 2027), $10 million to the development training fund (July 1, 2027), and $20 million to the Local Economic Development Act fund (July 1, 2027)

Appropriates $135 million for the Quantum New Mexico Institute at UNM to purchase hybrid quantum-classical computing systems, develop facilities, and support projects in artificial intelligence, quantum technology, advanced energy, aerospace, defense, and bioscience

Allocates $281.3 million for federal matching funds and related initiatives: $118 million for the DOE Genesis Mission to accelerate AI and quantum computing, $49.3 million for DARPA's quantum benchmarking initiative, and $114 million to maintain a quantum computing testbed

Provides $52 million to New Mexico universities for national security research infrastructure, including wireless technology hubs, energetics testing facilities, robotics equipment, quantum research tools, and physical sciences laboratory equipment

Appropriates $60 million for public safety initiatives and $75 million for marketing and promotion of New Mexico's economic development opportunities and cultural/tourism events, with all unexpended balances reverting to the general fund at the end of fiscal year 2029
