Creates a new Children's Behavioral Health Services Division within the Health Care Authority, responsible for planning, overseeing, and providing behavioral health services for children statewide

Transfers up to 90% of personnel from the Behavioral Health Services Division of the Children, Youth and Families Department to the new division, effective July 1, 2026

Requires the new division director to coordinate with multiple agencies including CYFD, Public Education Department, Early Childhood Education and Care Department, and Department of Health on a comprehensive statewide children's behavioral health services plan

Mandates annual legislative reports identifying children's behavioral health service needs, service gaps, funding requirements, and an overview of division activities

Shifts primary responsibility for children's mental health and substance abuse services from CYFD to the Health Care Authority, while CYFD retains responsibility for services to children in its custody
