Requires the New Mexico Public Education Department to adopt rules by December 31, 2026 for training school employees and bus drivers on seizure disorder management, including recognition of symptoms and first aid

Mandates that schools with students who have seizure disorders have at least two trained personnel (school nurses or volunteer seizure care personnel) capable of administering seizure rescue medications and operating vagus nerve stimulation and responsive neurostimulation devices

Requires parents or guardians seeking seizure care for their child to submit a seizure action plan containing physician orders, symptoms, recommended care, accommodations for activities, and emergency contact information

Establishes that trained seizure care personnel must be available during regular school hours and all school-sponsored activities, trips, and extracurricular events where students with seizure disorders participate

Provides civil and professional liability immunity for school employees, nurses, and bus drivers who act with ordinary care consistent with the act's provisions
