Appropriates $100,000,000 from the general fund to the Higher Education Department for fiscal years 2027 and 2028

Funds will supplement research projects at three institutions that have experienced reduced or terminated federal funding: University of New Mexico, New Mexico State University, and New Mexico Institute of Mining and Technology

Only existing research projects that are feasibly able to be completed are eligible for supplemental funding

Any unexpended balance remaining at the end of fiscal year 2028 reverts to the general fund
