Establishes the Office of the Native American Ombud within the Department of Justice, with the Native American ombud appointed by the attorney general to investigate and resolve concerns filed by or on behalf of Native Americans

Requires the office to identify patterns of concerns regarding governmental services to Native Americans, including civil and criminal legal representation, and recommend improvements to federal and state laws, rules, and policies

Mandates all files and records pertaining to Native Americans maintained by the office remain confidential, with disclosure only permitted through written/oral consent or court order

Requires service providers to Native Americans to post conspicuous notices about the office's services and contact information, and prohibits interference with the office or retaliation against those who file concerns

Appropriates $2,000,000 from the general fund for fiscal years 2026 and 2027 to establish the office, with the act declared an emergency for immediate effect
