Allows motor vehicle manufacturers to be licensed as dealers and perform warranty and other services directly or through a wholly owned entity, but only if the manufacturer has no independent franchise dealers in the state and sells/services only its own line-make of vehicles

Adds a new definition for "line-make" as a motor vehicle offered for sale, lease, or distribution under a common name, trademark, service mark, or brand name of the manufacturer

Prohibits manufacturers from requiring dealers to substantially change, alter, or remodel facilities except when necessary to comply with health/safety laws or technology requirements needed to sell or service vehicles

Protects dealers from being forced to construct new dealerships or substantially remodel existing facilities for 10 years after completing construction that complied with manufacturer standards

Amends Section 57-16-3 and Section 57-16-5 NMSA 1978, relating to motor vehicle dealer definitions and unlawful acts by manufacturers, distributors, and representatives
